SIPU International
SIPU International - The Swedish Institute for Public Administration - was initially established in 1979 as a Government agency providing training and consultancy services to the Swedish civil service. In 1992, the institute was privatised and transformed into a company group owned by its senior staff. Since 2007, SIPU International forms part of the Finnish Consultancy Group (FCG) owned by three institutions in Finland: the Ministry of Finance, the Association of Local Government, and Helsinki University.
Our clients include National, Regional, and Local Governments, Parliaments and non-governmental organisations, and the projects are commissioned by donor organisations such as Sida, the World Bank, the European Union, the UN system, DIFD, NORAD and other bilateral donors. We strive to form long-term partnerships with our clients and our consultants and are known for our high level of competency, quality of services and reliability. With a turnover in 2011 of € 14 million SIPU International is currently operating in over 40 countries around the world and has a track record of consultancies in more than 60 countries globally and employs more than fifty full time staff in the headquarters in Stockholm and project offices abroad.
SIPU International has a solid knowledge and experience of evaluations and development cooperation projects, building on a long history of successful implementation of evaluations, organisational assessments and system based audits. Together with Sida, EU, the World Bank and several other donors, we carry out evaluations within the fields of Public Administration Reform, Market Development, Public Financial Management, Civil Society Organisations, Infrastructure and Urban Planning and much more.
With committed in-house evaluators, an extensive network of highly qualified external evaluation experts and engagement in international evaluation societies and consultancy networks, evaluation is one of SIPU International’s core competences. We have expertise in a broad range of evaluation approaches and methodologies and experience in conducting all from rapid assessments to large and complex evaluations using multi-disciplinary evaluation teams. Our evaluations are independent, reliable and provide evidence-based conclusions and recommendations.
