Preparatory study and terms of reference

Our Centre made a preparatory study for the evaluation of the quality of the services of the European Commission Translation Service. This study included : 1/ a survey of stakeholders' expectations ; 2/ the mediation of several meetings aimed at selecting key-evaluation questions : 3/ an evaluability assessment and 4/ the drafting of terms of reference that were subsequently used by the European Commission to launch a call for tenders directed to external evaluation teams.
