Eureval-C3E ran about 20 training seminars gathering evaluation managers within DG AGRI and DG BUDGET. The seminars dealt with the evaluation process and its management. It extended to evaluation techniques with special days devoted to cost-benefit analysis, questionnaire surveys, multicriteria analysis, econometric models, case studies, statistical analysis, geographic information systems. Some seminars involved experts from the World Bank, OECD and various European countries.

The purpose of the mission was to provide assistance to the Evaluation Unit of DG Agriculture to carry out an internal evaluation of EC intervention on durm wheat.

The Centre's mission is to bring methodological assistance to the DG VI Evaluation Unit within the framework of the ex ante and ex post evaluations of horizontal measures of the Common Agriculture Policy : feasibility studies, constructions of the terms of reference, assistance to the selection of external evaluations teams

The MEANS programme was implemented by Eureval-C3E. Its general objective was to equip European Commission services with a coherent portfolio of methods to deal efficiently with the evaluation problems that they faced. The MEANS programme drew on existing experience in the form of "state of the art" studies on technical questions and expertise to contribute to the Commission's reflections on strategic questions.
