Ex-Post Evaluation of Phare country support in 1997 and 1998 in the 10 Phare candidate countries,

The aim of this work was to draw lessons from the experience gained in each concerned country and be accountable to the European Commission. The evaluation was carried out so as to develop evaluation capacity in the countries: evaluation teams as well as public administrations. The mission was carried out by a consortium: PLS Ramboll (DK) and Eureval-C3E (FR). Eureval was in charge of the methodological guidance and quality assurance, as well as a considerable part of the evaluative work itself.
