Evaluation of the European Commission’s support to Tanzania

This evaluation assesses the European Commission’s support to Tanzania over the period 2000-2005. It has been carried out in 2005-2006 by a European-Tanzanian team under the joint leadership of J.Toulemonde (Eureval) and A.Amani (ESRF-Dar es Salaam). It has been used by the European Commission for restructuruing its country strategy in 2007. Moreaover, it has been used by EuropeAid as a show case for promoting the new evaluation approach introduced in its methodological guidelines.

EVALUATION OF THE EUROPEAN COMMISSION’S SUPPORT TO JORDAN

Eureval takes part of EGEval (with Particip GmbH et ADE), working on a long term mission for DG Europeaid (European Commission). This evaluation encompassed the whole CE development aid to Jordan from 1996. The fieldwork wass realized in association with Jordanese professionals from the company To Excel Consulting. This mission aimed to enhance the accountability of these actions and their value added.

EVALUATION OF THE EUROPEAN COMMISSION’S COOPERATION WITH RWANDA

This evaluation assesses the European Commission’s cooperation with Rwanda over the period 1995-2005, i.e. the decade following the genocide. It has been carried out by a European-Rwandese team under the leadership of J.Toulemonde (Eureval) in cooperation with PRODEV, a young rawandese consultancy. This mission contributed to account for the EC's activities in the country, and to learn lessons which could be transfered to other countries recovering from major crises.

Eureval-C3E takes part to a joint-venture, called EGEval (withParticip GmbH and ADE), working on a long term mission for the European Commission (EUROPAID) and its development aid and external relation policies. The services involve the development of a corpus of guidelines, methods, instruments and tools that can be used or monitored by the Europaid Evaluation Unit and made available to producers and users of evaluations within the EC administration.
